If engine won't start open bleeder screw on the side of inj pump and with kill cable pulled out turn engine to see if fuel will squirt out the in pump bleeder, then push kill cable in and attempt starting engine.

Remove old filter(s) & install new filter(s),open bleeder screw(parts key #14) on filter housing and gravity will fill filter with diesel,close bleeder and attempt to crank engine.
